DILG calls for proper turnover by outgoing punong barangays

Davao City (28 September) -- In view of the forthcoming Synchronized Barangay and Sangguniang Kabataan elections on October 29, 2007, Secretary Ronaldo Puno of the Department of the Interior and Local Government (DILG) called on all city and municipal mayors to ensure the proper turn-over of all financial records and property inventory in the barangays by the outgoing punong barangays before the assumption to office of the incoming barangay officials.
DILG-XI Regional Director Rodolfo Z. Razul reiterated that Sec. Puno in his Memorandum Circular 2002-122 of DILG earlier issued through Undersecretary for Local Governments Austere A. Panadero, has enjoined all city and municipal mayors to direct their respective punong barangays to conduct property, financial and records inventories. These records must all be turned over to the incoming punong barangays on or before their assumption to office.
"As city and municipal mayors have a supervisory role over barangays, they are expected to make sure that outgoing punong barangays under them should effect a proper turnover of records, properties and equipment," he said.
The outgoing barangay officials, as the primary accountable officers for all government property assigned or issued to his office, shall also be required to secure property clearance from the barangay treasurer, who shall in turn secure the same from the incoming punong barangay.
"In case of loss of barangay government property occurring in transit or due to calamity", DILG Puno said "the request for relief shall be filed with the concerned city or municipal auditor by the accountable officer within the statutory period of 30 days or of such longer period as may be allowed by the auditor."
The request shall be accompanied by the following documents as required under the Implementing Rules and Regulations of the Local Government Code of 1991: 1) affidavit of the accountable officer and two disinterested persons; 2) final investigation report of the office of department head and proper government-investigating agency; and 3) a list, description and relevant information of the properties lost duly certified by the provincial and city general services officer, municipal or barangay treasurer.
As a government office, DILG ensures the smooth and orderly transition or responsibilities for the proper use and care of government funds and properties. (DILG/PIA XI)
