CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 20 (PIA) –The Department of Interior and Local Government (DILG) cited STEAG State Power Inc. for putting up some Php16.9 million, of its corporate social responsibility (CSR) funds for program EMPOWERING (Empowering Monitoring System on Poverty Watch for a more Effective and Responsive Approach in Governance).

During its launching at Grand Caprice Restaurant, yesterday, Sept. 19, DILG Secretary Jessie M. Robredo also thanked the other partners for helping the local government units (LGU) of the province in pursuing a clear-targeted anti-poverty program.

The DILG Secretary was represented by DILG Undersecretary Austere A. Panadero for Local Governance.

Meanwhile, he lauded the participation of Xavier University-Ateneo de Cagayan, one of its partners, saying this was the first time that the academe has taken part in the program.

"The involvement of Xavier University, particularly, the Governance Leadership Institute, is very useful in meeting the challenge of putting up the core of good people in the community and help analyze, on a regular basis, evidence-based solutions/ recommendations to improve the program," he said.

Projects to be undertaken along Project EMPOWERING are the upgrading of the geographic information system (GIS) in Cagayan de Oro (CDO) City and implementation of the Community-Based Monitoring System (CBMS) in the LGU’s of El Salvador City, Laguindingan,Opol, Tagoloan, Jasaan and Medina.

The declaration of support was signed by Dr. Bodo Goerlich, President and Chief Executive Officer (CEO) of STEAG, DILG USec. Panadero, Fr. Robert Yap, S.J., XU President and officials of ASSIST Asia.

Also around to sign the declaration were Gov. Oscar S. Moreno of Mis. Or., Telly Sagaral, representing Mayor Vicente Y. Emano of CDO, and the following Chief Executive Officers (CEO) of the recipient LGU’s: Mayor Pacifico T. Pupos, Jr. of Medina, Mayor Dexter Yasay of Opol, Mayor Oliver L. Ubaob of Laguindingan, Mayor Redentor S.Jardin of Jasaan and the representatives of the local government units (LGU) of El Salvador City and Tagoloan.

Meanwhile, Ma. Teresa Alegrio, STEAG Community Relations Manager, said Project EMPOWERING is a public-private partnership (PPP) for poverty reduction initiatives of the afore-mentioned LGU’s.

To be implemented in18 months, starting this month of September, it aims to achieve economic growth in the province by enabling the LGU’s to acquire necessary technical skills and know-how in utilizing the CBMS development tools.

"With this project, the LGU’s will be able to diagnose the extent and causes of poverty in the area, which could become their basis in formulating policies and programs, in identifying target beneficiaries," she said.

The generated data can then be turned into a useful information tool to gauge the poverty status and concentration in their area, which can be used to plan for appropriate actions in addressing its underlying causes and to assess the impact of their policies, programs, projects and activities.
