DILG enjoins LCEs to support celebration of 5th Cerebral Palsy Awareness and Protection Week

Tacloban City (September 8) -- The Department of Interior and Local Government is enjoining the local chief executives to support the celebration of the 5th Cerebral Palsy Awareness and Protection Week on September 16-22.

In his memorandum to all governors, city and municipal mayors dated September 3, 2008, Undersecretary for Local Government Austere Panadero said that this year's celebration has adopted the theme "Ang CP (Cerebral Palsy) na may Kabuhayan, Makakatulong sa Bayan."

The theme takes full cognizance of access to all human rights and endeavors among persons with cerebral palsy so that they may enjoy productive lives.

The celebration is pursuant to Presidential Proclamation No. 558 signed by President Gloria Macapagal Arroyo on March 25, 2004 declaring the period from September 16-22, 2004 and every year thereafter as Cerebral Palsy Awareness and Protection Week.

In the same Proclamation, the National Council for the Welfare of Disabled Persons, in partnership with the Cerebral Palsied Association of the Philippines, Inc. and other concerned organizations, was directed to ensure the appropriate observance of the Cerebral Palsy Awareness and Protection Week by formulating a Comprehensive National Plan of Action to fulfill the objectives of this Proclamation.

All heads of Departments, Chiefs of Bureaus, Offices, Agencies and Instrumentalities of the National Government, including officials of the local Governments, are also instructed to implement plans, programs and activities geared towards the development of persons with cerebral palsy based on the National Plan of Action for Persons with Disabilities.

The funds necessary to carry out the provisions of this proclamation shall be sourced out from the one percent (1%) of each agency's total budget for persons with disabilities provided for in the yearly General Appropriations Act or from other funds to support the implementation of the National Plan of Action for Persons with Disabilities.
