TOMAS VALENZUELA CONFESOR (1891 – 1951) was born in Cabatuan to the spouses Julian Confesor and Prospera Valenzuela, a granddaughter of Haloy. He earned his Bachelor of Philosophy degree major in Economics from the University of Chicago, USA. He was married to Rosalina Grecia of Jaro, Iloilo City. They had three children –Roberto, Jeanette, and Tomas Jr.

Popularly known as ‘The Stormy Petrel’ in the old Philippine Congress, Tomas Confesor is probably the most prominent son of Cabatuan in the field of politics. He was Governor of Iloilo, Governor of Panay and Romblon Islands during the war, a Congressman representing the third district of Iloilo, Senator of the Republic of the Philippines and delegate to the Constitutional Convention in 1935. He also held several powerful positions – Secretary of the Interior, Director of Bureau of Commerce, Dean of the College of Business Administration of the University of Manila. He is best remembered as the principal author of the charters of the Boy Scouts of the Philippines and the Cooperative Associations.

Tana nangin Gobernador ka Iloilo, Gobernador ka Panay kag Romblon kang panahon ka giyera, Tiglawas sa Kongreso kang pangatlo nga distrito ka Iloilo, Senador kang Pilipinas, kag delegado sa Constitutional Convention kang 1935. Nakaptan na man ang raku nga mga mataas nga puwesto – Sekretaryo ka Interyor, Direktor ka Byuru ka Komersyo, Dekano ka Kolehiyo ka Bisnis Administrasyon sa Unibersidad ka Manila. Nakilala siya bilang nanguna nga tagadihon kang Surondan kang Boy Scouts Kang Pilipinas kag Mga Katilingban Kang Kooperatiba.
