Trinidad, regional director of the Department of Education, Culture and Sports, issued on February 5 a Regional Memo­randum No. 15, series of 1993, regarding graduation exercises of both public and pri­vate schools. Part of the memorandum states: "Obser­vance of simplicity, frugality and solemnity during the graduation ceremony is suggested. " To effect this, the DECS regional office suggests that graduation ceremonies should not be held in expensive venues like hotels or resorts. Through the memorandum, the DECS re­gional office suggests that graduation cere­monies should be solemn. To ensure the so­lemnity of the ceremonies, it is suggested that candidates for graduation, guests, participants in the program should be properly seated. Order and discipline should be strictly ob­served during the program. Ushers, usher­ettes, and uniformed cadets can be employed for this purpose. Taking of pictures and offering of gar­lands, leis and corsages to graduates by friends and relatives should be done after the ceremo­nies. Only one or two authorized photogra­phers will take pictures while the ceremony is going on, so as not to disturb the conduct of the program. Entertainment or intermission numbers such as songs, dances, recitations should not be included in the ceremonies. The regional memorandum also suggests that the choice of the graduation speaker should be done carefully. As much as possible the graduation ceremony should be devoid of political color. The theme ofthe speech should provide inspiration to the graduates. Due to the frequent occurrence of brown­outs, the memorandum recommends that con­tingency plans to this effect should be pro­vided. The theme for this year's graduation exer­cises, according to the memorandum, is "Em­powerment Through Education." It is there­fore expected that activities for this occasion shall revolve around this theme.
