MARCH 1993 THE GLOW 5 Recognition Program Bilbao Inspires honorees Dr. Purita Pueyo Bilbao, Ed. D., delivers her inspirational message to the honorees during the Recognition Day Program. Dr. Purita Pueyo Bilbao, the chairperson of the Department of Professional Education of West Visayas State University will deliver an inspirational message during the Recognition Program of the school on March 25. The 45-year old doctor of education is an alumna of the school, having graduated as first honorable mention in 1963. She finished her elementary education at Cabatuan Central Elementary School in 1959 as fifth honors. For her college education, she obtained the degree of Bachelor of Science in Education with specialization in S cience at West Visayas State University in 1967. Pursuing post­graduate studies, she earned the degree of Master of Arts in Teaching (Science) from the University of the Philippines in Deliman, Quezon City in 1967. Finally she completed the degree of Doctor of Education in curriculum, instruction and evaluation at West Visayas State University in 1992, with same courses taken from Virginia Polytechnic Institute and State UniversityGraduate School in 1990-1991. Dr. Bilbao had been a recipient of scholarship and awards. She is a recipient of the US-RP Faculty Development scholarship grant sponsored by USAID and Asia Foundation to pursue training in program evaluation, research and science education in USA from 1990 to 1991. She was one of the two Asian delegates to the annual Mid-South Research Association national convention in New Orleans, USA, in November 1990. She was also one of the 10 Asian delegates to the Mid-Winter Seminar for Environmental concerns in Chicago, Illinois, USA, in December 1990. She was chosen as an affiliate and a consultant to the Center for Volunteer Development of Virginia, specifically in the leadership training of the Filipino organization officers. For Excellence Honorees to receive medals For the first time in the history of the Recognition Program of the school, all hon­orees will receive medals during the 1993 Recognition Program on March 25. The honorees who will be given due recog­nition and honor wi 11 include the Cream ofthe Crop '93, top athletes of the school, outstand­ing Junior Red Crossers, and the top ten students in the lower curriculum years. The Cream of the Crop '93 is a list of graduating students who have attained aca­demic excellence oroutstanding achievements in different subject areas. In past years, the graduating students who were included in the list were pinned with ribbons by their parents. A new feature of the Recognition Program will be the revival of Julian B. Pueyo Medal Awards to the most outstanding male athlete and most outstanding female athlete of the school. The idea was conceived by Dr. Purita Pueyo Bilbao, daughter of the late Julian B. Pueyo who was an advocate of sports during his lifetime. Dr. Bilbao, the inspirational speaker during the Recognition Program will personally award the medals to the recipients. She plants to institutionalize the award of her late father for excellence in sports. To give due honor and recognition for academic excellence, the school will give medal awards to all graduating students who have obtained an NCEE percentile rank of 90% and above. Other awards for academic excellence will be given to top ten students in first, second, and third years. The medal awards will be given to the recipients by their respective parents. Upon her graduation in college, she was awarded as the Most Outstanding Graduate in Athletics in 1963 by West Visayas State University. In her inspirational message to the honorees, Dr. Bilbao gave honor to students who achieved academic excellence and outstanding performance during the school year. She also gave honor and recognition to the parents ofthe honorees, theirteachers, and all those who helped in the success of the honorees.
