The GLOW MARCH 1995 Town honors local hero Iloilo vice governor appropriates P100.T for one-room building The Municipality of Cabatuan honored the late senator Tomas V. Confesor, a local hero, oil his 104th birth anniversary on March 2. At 6:30 a.m., a Requiem Mass was held at the parish church followed by a floral offering at the monument of the late "Stormy Petrel of Philippine Congress" in the town plaza, arid at his birth marker in barangay Maraguit. The floral offering was partici­pated in by Boy Scouts, Girl Scouts, and several public and private agencies in town. A civic-military parade was held around the major Streets in the poblacion at 1:30 p.m. It was participated in by representa­tives of all national, provincial, and munici­pal agencies in town, as well as private or­ganizations in town. A program followed after the parade at the community stage. The principal speaker during the program was Cong. Licurgo Tirador of the third district of Iloilo. In his speech, Cong. Tirador delved on the ster­ling qualities and virtues of the late gover­nor of Panay and Romblon. He also re­counted the heroic deeds and exploits of Tomas Confesor. It should be recalled that the late Senator Tomas V Confesor, as a lawmaker, authored Republic Act III which created the charter of the Boy Scouts of the Philippines, thus making it independent from the Boy Scouts of the United States of America. He also authored the Cooperative -Marketing Law of the Philippines. Tomas V Confesor a distinguished Fili­pino patriot, gallant hero, prominent states­man, economist. and one of the great parlia­mentarians, was born in Cabatuan oil March 2, 1891. His father "Maestro" Julian Confesor, then vice president of the town, was executed by the American military gov­ernment on June 5, 1901 because of Ids revo­lutionary activities. His mother, Prospera Valcn7ucla, died a few year later, thus mak­ing him an orphan to c!iie a career of his own. This explains in a way why Tomas Confesor grew to be such an indomitable fighter. His first battle was wadi poverty as he struggled through high school and college. In the "land of opportunities' lie scrubbed floors. washed dishes, and dusted window panes. He finished the degree of Bachelor of Sci­ence in Commerce. Major in Economics, from the University of California in 1914, and graduated with the degree of Bachelor of Philosophy at the University of Chicago. Returning to the Philippines in 1916, he served the government as a public school teacher, supervising teacher, instructor and associate professor in the University of the Philippines. For sonic time, lie was dean of the College of Business Administration of the University of Manila. Tomas Confesor's more serious public life began when he was elected to the House of Representatives in tile Philippine Legisla­ture as representative of the third district of Iloilo for three consecutive terms from 1922 to 1993. As a member of the law-making body, he earned the epithet "Stormy Petrel", making his peers in the legislature vigilant to what should be best for the people. He rode on many a storm of debates and piled victory in his crusade against corruption and social injustices. However, the best accomplishment of Confesor was the cooperative movement. He gave it a big boost when he sponsored and secured approval of Republic Act 3425, bet­ter know as the Cooperative Marketing Law. In 1946, he was elected to the Senate for a term of 6 years, which position lie held until his death on June 6, 1951. He was married to Rosanna Grecia of Jaro, Iloilo City Iloilo Vice Governor Robert B. Maroma appropriated P100,000.00 from his discre­tionary funds for the construction of a one-room school building in CNCHS. The check for the purpose was released by the Office of the Provincial Treasurer to Cabatuan National Comprehensive High School on March 10. It was received by Mr. Precioso Gomez, cashier/disbursing officer of the school, who issued an official receipt of the check. With the release of the amount, the con­struction of the one-room school building will soon start. It will be done by adminis­trition inasmuch as the school has pre-bid­ding and awards committee. The new building will rise near the Fili­pino building. It will be annexed to another one-room building which was constructed through the share of the school from the cash prize of the Municipality of Cabatuan in Cong. Tirador's Cup held last year. Vice Governor Maroma is an alumnus ol' the school. He graduated from then Cabatuan High School in 1963 as third honorable men­tion. The new school facility cost the Student Government some P22,000.00 in labor, ce• meat, and sonic construction materials. The galvanized iron sheets for roofing and coos! of the wooden construction materials were salvaged from the demolished quadrangle building of the school. The construction work was contracted and supervised by Mr. Rufo Casianan, head of the Industrial Arts de­partment of the school. Ii (7b page 1-5) MARCH 1995 The GLOW Outstanding coops receive awards COWA-Hongkong Chapter to put tip children's playground in town plaza I Three multipurpose cooperatives in tomi were adjudged outstanding cooperatives in Cabatuan for the period January 1994 to Feb­ruary 1995. Named as outstanding cooperatives arc the multipurpose cooperatives of Bacan. Tacdangan, and Tiring. For demonstrating excellent. performance and remarkable growth, the three multipurpose cooperatives were awarded during a program on March 2 at the community stage. Each of the three cooperatives was awarded a Plaque of Rec­ognition and a cash prize of P1,500.00 so­licited from several donors. The awards were given by Mayor Eliseo. C. Tobias and Iloilo Nice governor Robert B. Maroma, chairman of the Provincial Cooperatives Development Council. The search for outstanding cooperatives in town was a part of the observance of the 104th birth anniversary of the late Sen. Tomas V. Confesor. It should be recalled that the late "Stormy Petrel of Philippine Con­gress" sponsored and fought for the approval of Republic Act 3425, better known as Co­operative Marketing Law,. To choose the outstanding cooperatives in town, a screening committee was created. The three-man committee was composed of top officials of Cooperative Development Authority, based in Iloilo City. The selection of the members of the screening committee and the actual judging by the committee were facilitated by another committee composed of Mr. Hugo Trernucha, municipal coopera­tivc development officer, SB Member Ramon Yee, chairman of the committee on coopera­tives in the Sangguniang Bayan; and Mrs. Rosario Reyes, municipal agricultural officer. Drainage system improved The drainage along Berniqio Street in the poblacion recently acquired further improve­ment. The improvement was effected through the appropriation of the municipal govern­ment from its Internal Revenue Allotment in the amount of P300,000.00 Stretching a distance of sonic 300 me­ters, the improved drainage system starts from the intersection of Confesor Drive and Bernicjo Streets to the corner of Estrella and (76 page 14) The Cabatuan Overseas Workers Asso­ciation (COWA) —1-longkong Chapter re­cently sent P40,000.00 to the municipal gov­ernment, through Mayor Elisco C. Tobias. for its children's playground project in the town plaza. The check corresponding to the amount was sent by Ma. Andes Tcjcrcso, president of COWA - Hongkong Chapter. The children's playground will be put in an area presently occupied by the mini-bas­ketball court near the community stage. The site is in accordance with the town plaza development plan, prepared by Cabatuan Development Foundation Inc. and approved by the Sangguniang Bayan of Cabatuan. Tasked by Mayor Tobias to implement and supervise the children's playground project of COWA-Hongkong Chapter is Cabatuan Development Foundation, Inc:, a non-governmental organimtion Much was recently registered with the Securities and Exchange Commission (SEC) and duly ac­credited by the Sangguniang Bayan. With the accreditation of the Cabatuan Development Foundation. Inc., the organi­zation has been authorized to implement the development plan of the town plaza. How? ever, any piece of improvement to be ef­fected in the town plaza, through the or­ganization, will be subject to approval by To observe Holy Week, the Parish of San Nicolas de Tolentino in Cabatuan, Iloilo has lined up a series of activities from April 9- 16. From Good Monday to Good Wednesday, there will be confessions and a religious con­ference at 6-,30 p.m. At 6:30 a.m. of Holy Thursday, there will be the blessing of the holy oil at the Jaro Cathedral. At 5:00 p.m., a Holy Mass com­memorating the Last Supper of Jesus Christ will be held. This will be followed by a pro­cession of the Holy Eucharist around the Church and will wind up at the monumentthe Sangguniang Bayan. The initial amount of P40,000.00 sent by COWA-Hongkong Chapter will be used to start the immediate construction of the chil­dren's playground. According to Ma. Andes Tcjcrcso, the president of the overseas or­ganization, in her letter to Dr. Rodclo Temporosa, president of Cabatuan Develop­ment Foundation, Inc., another P40,000.00 will be sent later by COWA-Hongkong Chap­ter upon presentation of program of work and liquidation of the initial amount already sent. On Holy Saturday, a Resurrection Mass will be held at 10:00 p.m. The week-long activities will be high-(To page 14) Parish bares Holy Week rites The GLOW MARCH 1995 Girl Scouts attend provT encampment Six Girls Scouts of the school attended the provincial encampment of the Girls Scouts of the Philippines (GSP), held in Camp Pasica, Dingle, Iloilo on February 15- 19. The encampment was facilitated by the Iloilo Council of GSP, headed by Ms. Luz Losbaftez, the council executive. The official delegates of the school to the encampment were Carol Laguna, 3-A; Shelia Roinallosa, 3-1; Mclina Modclo, 2-A; Leah Tornion, 2-A-, Francis Gerlyn Tronco, 1-A; and Sally Fe Galindo, I -A. The school's delegates were chaperoned by Mrs. Marilou B. Jamanulla and Mrs. Evelina R. Artieda, head of Physical Educa­tion, Health and Music (PERM) department of the school. The latter was designated Sub-Camp E director. After the five-day encampment, the school's contingent was a recipient of four awards. It was adjudged as the Most Disciplined, Cooperative, and Punctual; Best Three governmental agencies arc jointly facilitating the evaluation of the Philippine participation in the Third International Mathematics and Science Study (TIMSS) by conducting an achievement test in Math­ematics and Science among first year high school students in selected schools nation­wide. Tasked by the Philippine government with evaluating Philippine participation in TIMSS are the Department of Science and Technol­ogy (Dos,r), the Department of Education, Culture and Sports (DECS, and the Univer­sit)• of the Philippines - Institute of Science and Mathematics Education. The Third International Mathematics and Science Study is an educational research sponsored by the International Association for the Evaluation of Educational Achieve­ment (IEA). TIMSS is investigating students' achievements in Mathematics and Science in over 50 educational systems around the world. It is designed to interpret differences in national educational systems in order to help improve the teaching and learning ofin Cook-Out.. Best in Sanitation., and Most Number of Gadgets. The awards of the school's contingent were capped by the selection of Carol Laguna as Outstanding Camper. Her selection as such qualifies her to be a member of the Iloilo contingent that will participate in GSP National Encampment to be held in Camp Marina, Cebu City on April 2-7. It is to be noted that every year Cabatuan National Comprehensive High school send.,, delegatc5 to the Provincial encampment of GSP, held in the usual venue, Camp Pasica in Dingle, Iloilo. During its participation, the school's contingent always conics home with awards. "We are indeed proud of our Girl Scouts in school for their commendable perform­ance. 1 congratulate all of them, as well as their teacher-scooters. for giving honors to CNCHS," Miss Lilia G. Fancubela, the school administrator, said. Mathematics and Science worldwide. As part of the evaluation, an achievement test in Mathematics and Science was con­ducted on first year students of the school. Chosen as subjects of the test were 30 first year students belonging to section seven. The test which lasted for three hours was given on March 10. It was administered by Mrs. Lygia V. Hobilla, a professor of West Visayas State University in Iloilo City. Aside from the achievement test, ques­tionnaires were given to the school adminis­trator, one Mathematics teacher, and one Sci­ence Teacher to be answered. Among other things, (lie questionnaire in­cludes items relevant to the Mathematics and Science facilities of the school, professional competencies of the subject teachers, atti­tudes of students towards mathematics and science, and general facilities of the school. Cabatuan National Comprehensive High School was chosen as part of the evaluation because the school is one of the two second­ary schools in the province, that implements a Special Science - Math program. Construction of New Science lab underway The school will soon acquire an addi­tional Science laboratory with the on-going construction of the building behind the Li­brary-Science building. Funded by the Department of Science and Technology (DOST) in the amount of P1.3 million, the building is constructed by Soledad Recto Construction. a private con struction firm based in Davao City. The con­struction firm was awarded the right to con­struct the building after winning the bid­ding held in Manila, Construction work on the building started in December 1994 and is expected to be fin­ished in April 1995. When finished, the building vJ11 house two laboratory y rooms. equivalent to four standard classrooms. Only two schools in the province of Iloilo are recipients of the building: Cabatuan Na­tional Comprehensive High School and Iloilo National High School. The two schools are pursuing a Special Science-Math Program, authorized and supervised by DOST. After the completion of the building, DOST will appropriate another amount for the purchase of Science equipment. "Definitely the construction of the new science laboratory building will be a big boost to the Special Science program of the school. It will be a concrete step towards the reali­sation of our national vision for Philippines 2000,11 school administrator Miss Lilia G. Fancubcla said. The water project of the municipal gov­ernment had an appropriation of P300,000.00 from the Internal Revenue Al­lotment (IRA fund of the town. The project was implemented through administration. It was supervised by Engr. Norma Uniadhay, the municipal planning and development of­ficer of the town.
