Editorials: CHA-CHA: Charter Change or Character Change President Gloria Macapagal Arroyo has created the Constitutional Commission to study and recommend the necessary amendments to the Constitution of the Philippines. She is of the conviction that the amendments will address the present political instability and economic crisis gripping our country today. Is it Charter change or character change that is the imperative need of the times? From the political viewpoint, many of our political leaders want a change in the form of our government. They favor a shift from the presidential to the parliamentary form. Still others advocate the federal type of government. Proponents of the change in the form of our government present their reasons to Justify their proposal. On the other hand, oppositionists to the Charter change believe that it is not amending our Constitution that will solve the problems and ills of our country but it is the change in our character as a people. It is the reorientation of our values and attitudes that will save our nation from total damnation. My dear fellow students, my warmest felicitations to each one of you. We are here once again to serve you through our pens. + For a couple of years, our school has experienced a lot of changes which were inevitable to its progress and development. Topmost in the list is the change in the administration of the school. Mr. Bonifacio Prias relinquished the reins of the leadership of the school to Mrs. Nenita G. Pueyo on September 12, 2005. The former OIC is back to his station at Cabilauan National High School in New Lucena, Iloilo. We in the school paper commend Mrs. Pueyo for accepting the herculean task and responsibility in leading the school to academic success. Welcome Ma'am Pueyo! May your administration of our school be very fruitful. We students of Cabatuan National Comprehensive High School express our greatest thanks and sincere appreciation to Cong. Arthur Defensor for' his laudable effort in constructing a multi-purpose gym that would serve as a sports center, open classrooms to MAPEH teachers while conducting their outside classroom activities and practicum, and a venue to other school activities. Likewise, our hearfelt thanks to Mayor Ramon C. Yee for facilitating the implementation of the project Without his support, the project won't be realized. Thank you Cong. Defensor and Mayor Yee! Another apparent improvement in the school this year is the concreting of the road from the main gate of the school to the Flipino building. We students are indeed grateful and fortunate for the financial assistance from Cong. Defensor and Mayor Yee in in effecting this project. — iAmm Education department of the school. Named as the Ecological Park, it is situated at the back part of the quadrangle building. The park is a perfect haven for students to pass away the time while waiting for their next classes. To our teachers in the Values Education department, keep up the good work! We have observed that our school hosted major conferences, contests, and sports activities such as the Regional Training for School Paper Advisers and Campus Journalists, the Regional Cluster Seminar Workshop and Contests and Golden Pen Awards, Municipal Meet, and trainings for teachers. We believe that upon completion of the multi-purpose gym, more seminars and conferences will be hosted by our school. 4 For SY 2005-2006, the CNCHS PTCA elected a new set of officers. Its leadership is chaired by Pastor Andrew Burao. We are of one mind that its new set of officers can equal or even surpass the achievements of the previous leadership due to their dedication to service. We salute you CNCHS PTCA! We take off our hats to the Teacher and* Employees Association of our school for financing projects beneficial for us students. Thru its yearly income-generating project which is the selection of Mr. and Miss CNCHS through the canvassing of cash votes, the TEA has been an indispensable partner of the school in its continuing march to greater progress, development, and fame. The proposed project of the TEA for this year is the construction of a concrete embankment which will serve at the same time as bleachers of the covered gym !n the school. Millions or even billions of government funds are lost due to this governmental malpractice. The commission of graft and corruption is a clear manifestation of greed for money in order to attain power. Many of our political leaders want only to amass wealth while wielding political power in order to perpetuate themselves in power. The GLOW believes that amending the Constitution will not guarantee a solution to the political and economic problems of our country. It is the change in our values and attitudes that will produce the desired results. Our political leaders in our government should place the interests of our nation above their personal interests. They should exemplify to our people the values of honesty, justice, hard work, and dedication to duty. We the governed must also effect a change in our value system. We have to be vigilant of what our government officials are doing in our government. Our apathy and indifference will aggravate the problem. We must make personal sacrifices in order to rebuild our nation. Our collective efforts towards the attainment of this national goal should be based on an abiding and unwavering faith in God who guides the destinies of men and nations. As we study the possible amendments to our Constitution in order to correct the defects in our political and economic systems, let us first make an imperative change in our values system. Our efforts in amending the Constitution will be useless if we, as a people, have distorted values and attitudes. Character change, prior to Charter change, is the imperative need of the times! The school takes pride that a show window of aesthetic beauty has been initiated by the Values It is inspiring to note that some improvements have been effected in the town plaza. These improvements have enhanced the aesthetic look of the town plaza. To a certain degree, they have intensified the feeling of pride of being a Cabatuananon. Noteworthy among these improvements is the construction of the Hall of Justice. The new and imposing building is a milestone in the government's thrust to strengthen the people's trust and Municipal Meet, and trainings for teachers. Just recently, this dream Is becoming a reality because the construction of the building has started. For translating a dream to reality, the Cabatuan National Comprehensive High School expresses its million thanks to Cong. Arthur D. Defensor who appropriated funds from his pork barrel for this infrastructure project. The multipurpose building, when completed, will be of great service to the school. During school programs held in the open air, students will no longer be exposed to the heat of the sun for hours, standing till the end of the activity. The programs, and even the monthly Mass, no longer face the danger of being interrupted by the rain nor postponed due to an inclement weather. Hopefully, the graduation program of the school in April will be held in the new building. The new facility will be a big boost to the sports program of the school. It can be used as a sports center where athletes of the school can hone their skills in playing basketball, volleyball, badminton, lawn tennis, table tennis, sepak takraw, and chess, Classes in Physical Education can be held in the building. We in the school paper are pleased to know that Cong. Defensor appropriated an additional P1 million to the initial P1.5 million. The additional fund will keep the project going. We are optimistic that the devoted congressman will effect the completion of the project In the near future. We also thank the outstanding llonggo law-maker for appropriating funds for the concreting of the pathwalk from the main gate of the school to the Filipino building. Everyone in school will be very thankful if the project will be completed In due time. As we thank Cong. Defensor, we also thank Mayor Ramon C. Yee for making representations with the congressman in order that the two projects will be realized. Thank you very much, Cong. Arthur D. Defensor for your gesture of concern for Cabatuan National Comprehensive High School. The projects you have brought to our school will be your legacy to the future generations of CNCHS students. Justice is one of the pillars of democracy. Undergoing construction adjacent to the Hall of Justice is the Municipal Fire Station building. Through the resourcefulness of Mayor Ramon C. Yee, the construction of the building has been made possible through cash donations of private persons and through government funds. We salute Mayor Ramon C. Yee for effecting the construction of a permanent Fire Station building. This facility is indeed very vital because it involves the safety of the lives and properties of our people. Also undergoing construction is a portion of the entire length of bleachers of the covered gym in the town plaza. Funded by the pork barrel of Sen. Arthur Defensor announced publicly during the coronation program of the town fiesta celebration on September 10 that he will be releasing P3 million from his pork barrel funds for the completion of the covered gym. Thank you very much, Cong. Defensor! The realization of your project will be your noble and lasting gift to us Cabatuananons. To enhance the beauty of the town plaza, Mayor Ramon C. Yee has started the construction of flower boxes with iron grills. The plaza beautification project of Mayor Yee needs the support of non­governmental organizations in town and elsewhere. Our town plaza must attract the attention of passers-by and even of tourists due to its cleanliness and beauty. Its total beautification is the concern of every Cabatuananon because it is the show window of the town. We in this school paper agree with Cong. Arthur D. Accelerating the progress and development of our town can be done simultaneously with the preservation of our structural facilities such as the tigum Bridge in Tabucan, and the Imelda Marcos Bridge in Amerang.
