Cabatuan is indeed blessed and fortunate to have this rare breed of a woman. She is HON. ERLINDA SENDING TIRSOL, the Presiding Judge of the 12th Municipal Circuit Trial Court of Cabatuan-Maasin. The Court is based in the Hall of Justice in Cabatuan, Iloilo. ' The 52-year old lady judge was born in Sta. Barbara, Iloilo on March 2, 1953 to Isidro Sendino Sr. and Loreto Sumagaysay. Gifted with innate intelligence, she reaped academic honors during her student days. She finished her elementary education in Sta. Barbara Central Elementary School in 1965 as third honors. She completed her secondary education in 1969 in the defunct Philippine Women's College, Iloilo City, as class valedictorian. Pursuing her dream to be an accountant, she took up a degree in Bachelor of Science in Accounting at Western Institute of Technology (WIT) in 1973. During graduation rites, she was conferred the honor of being the Most Outstanding Commerce Graduate. Desirous of augmenting her academic qualifications and of becoming a legal luminary, she pursued a Bachelor of Laws degree at Central Philippine University and completed the degree in 1989, cum laude. She took and passed the Board Examinations for Certified Public Accountants in 1974 with a rating of 82.5%. She was admitted to the Philippine Bar in 1990 when she passed the Bar Examinations with a rating of 81.96%. Various governmental agencies have benefited from her expertise as a CPA and lawyer. She had been an examiner of the Department of Local Government and Community Development (now Department of JUDGE ERLINDA S. TIRSOL Interior and Local Government) for almost two years. For 2 years, she had been the State Auditor of the Commission on Audit. Later she was appointed Assistant Provincial Prosecutor, Provincial Prosecution Office of Iloilo for three years. At present she is in her fourth year of service as Presiding Judge of the 12th Municipal Circuit Trial Court of Cabatuan-Maasin. As a certified public accountant, she gained prominence and honor when she was named by the United Nations as auditor who audited United Nations agencies in Santiago, Chile; Islamabad, Pakistan; Geneva, Switzerland; and Beijing, China. Judge Tirsol had been a recipient of some awards namely, One of the Ten Most Outstanding Men and Women of the Commission on Audit in 1990 (a national award), Most Outstanding Alumni in Commerce given by WIT in 1991 and Outstanding Sta. Barbaranhon in Law, given during "Pasidungog" by the Municipal Government of Sta. Barbara, Iloilo in 2001. The gracious lady judge is married to a fellow CPA-lawyer, Atty. Dominador T. Tirsol. Their marriage has been blessed with four children. INTRODUCTION Cabatuan National Comprehensive High School is a big school. The school has been recognized as one of the performing schools in the region. The school offers two curricula: the Special Science Class and the Regular Basic Education. CNCHS is commended for its good performance both in academic and vocational skills. However, for the last fours years and up to the present, it has been observed that the performance of the school has fluctuated based on the achievement result of the students. It is in this concern that the administration tries to look for factors that hinder the improvement in the performance level of the school. Hence, the creation of the School Improvement Plan Team and the preparation of the School Improvement Plan are therefore, necessary. The preparation of the CNCHS's SIP is envisioned to put the school back to the limelight. SCHOOL AND COMMUNITY PROFILE SCHOOL PROFILE CORE VALUES: Patriotism, Service, Scholarship VISION: Cabatuan National Comprehensive High School is a crucible of quality Special Science, General Secondary and Non-Formal Education that develops and harnesses the potential of each individual student, faculty, and staff members resulting to a vibrant, progressive, and humane educational institution. MISSION: This educational institution is committed to mold science-oriented scholars especially in Science and Technology and develop values and skills among the youth so as to help build a Filipino nation that is strong and progressive. MUNICIPAL PROFILE: Cabatuan is a 4th class municipality which' has a total land area of 11, 200 hectares. It lies at the heart of the Island of Panay and is some 24 kilometers away from Iloilo City. Located on the west central part of the Province of Iloilo, Cabatuan is bounded on the north by the Municipality of Janivay, on the northeast by the Municipality of Mina, on the east by the Municipalities of New Lqgq ria and $ta, Barbara, on the south by SY 2005-2006 SYSTEMS AND PROCEDURES EMIS The school has an office for EMIS with one guidance counselor designated as an in-charge and master teachers and department heads as members. The data and information regarding the school are kept in the EMIS office. MONITORING AND EVALUATION A school-based monitoring and evaluation team is created to monitor and assess the program and projects of the school. FISCAL The average monthly MODE allotment of the school is P107,000.00. The amount is used to pay electric bills, telephone bills, water bills and travels to seminars, conferences, office supplies and transportation (gasoline/diesel) allowances. The school could not fully implement the programs and projects due to financial constraints. REWARDS There are NGO's and private individuals who institutionalized the giving of cash and plaque awards to teachers/staff and students. The different school clubs and organizations sponsor cash and certificate awards to deserving students of the school. The PTCA, LGU and Alumni Association of the school sponsor scholarships to Poor But Deserving Students. ACADEMIC The school head, with the nine department heads and the In-Charge of School Programming comprise the Committee on Academic Affairs. LINKAGES The stakeholders are tapped to support the school programs and projects. CNCHS ECOLOGICAL PARK A project, named 'CNCHS Ecological Park, was put up by the Values Education teachers, students and officers of Magulang PSEP (K-PSEP), the Parent-Teacher-Community Association (PTCA) of CNCHS, with the support of the Local Government Unit and non­governmental organizations in the Municipality of Cabatuan. The Park is situated at the southern part of the school and is adjacent to the quadrangle buildings of Filipino and Values Education, It displays the aesthetic beauty and balance of nature. It is a perfect haven for students to stay and spend time while waiting for their next classes. The project with the theme "Green and Clean and Environmental Awareness" has the following objectives: To help students balance their quest for pleasure, power, and material gain with the need to preserve and respect nature, and To landscape the portion of the mini-forest of the school and develop it into a school park where students enjoy the wonders of growing plants and natural environment. Majority of the people are farmers and part of the working group are employees in government and private institutions. A percentage of the population is now working as construction managers and workers of the Iloilo Airport of International Standard. The residents of Cabatuan are religious, peace loving, and united. SITUATIONAL ANALYSIS: Cabatuan National Comprehensive High School is one of the big schools in the Province of Iloilo. With more than three thousand students, the school has quite a large population which increases every year. However, the performance of the school as shown in the School Report Card, reflects a fluctuating drop­out rate, repetition rate, completion rate and graduation rate. I I The DAT MPS has increased 'for the last two years but this increase is far below the passing mark. In last year's Division Achievement Test, the school was 22nd among the 24 big schools in the division of Iloilo. This shows that the school needs urgent attention to solve problems or factors which contributed to the low MPS. There is still 2% of teachers and staff resistant to change. Distribution of teachers in they different learning areas is not proportional due to late filling up of vacancies. The physical facilities most especially the comfort rooms should be improved and increased in number to meet the needs of the student populace. The school lacks cultural center or gym where to hold cultural presentation/contest. Hence, the school needs funds for the construction of the said center or gym.
