The FEATURE JUNE - DECEMBER 2006 Mun MAYOR RAMON C. YEE, Cabatuan Multi-Pu The year 2006 has just been over. The new year 2007 has just begun. With the start of a new year, I am mandated by law to deliver, during this session of our Sangguniang Bayan, a report on what we in the Local Government Unit had accomplished last year and what we plan to do this new year. For the first time in my administration as the local chief executive, I invited the punong barangays, the heads of governmental and nongovernmental organizations, church leaders, school administrators, and representatives of the business sector to form part of my audience as I deliver my State-of-the Municipality Address in this session of the Sanguniang Bayan because I am of the belief that all of you have been a part of the accomplishments of this administration in the past year and will again be its partners in this new year. Last calendar year 2006, our Local Government Unit operated on a budget of Ph 42, 797, 507. The greatest share of the budget was spent for health, agriculture, and social services. Infrastructures got the second biggest slice of the cake, followed by peace and order program. These areas were the top priorities of this administration. Together, we achieved much during the past year. Together, we made our people feel that our municipal government is working for their welfare. With the support of Cong. Arthur Defensor and Gov. Niel Tupas, Sr., we effected significant improvements in the physical appearance of our town. Achievements in the past year can be capsulized in the acronym RAMON. I was inspired to use this acronym not because it is my name but because this is the acronym used by Barangay Salacay under punong barangay Ma. Lida S. Libiano to label its Nutrition Program that became a finalist in the search for Five (5) Outstanding Nutrition Programs in the whole Philippines for 2006. Sr.; and 896 beneficiaries under the Regular Program of the municipality. Our Municipal Social Welfare and Development Office has been consistently serving the needs of battered women, sexually abused children, handicapped children, and our senior citizens. It has been vigorously pursuing family, community, child, and youth welfare programs. The second letter, A, stands for Assistance for the Promotion of Quality Education. Letter R stands for Revitalized Health, Agricultural, and Social Services. In 2006, our Rural Health Unit had made remarkable achievements. In February of the year, our Rural Health Unit was accredited as center of DOTS or Directly-Observed Treatment on Short - Course Chemotherapy. In June of the same year, it was accredited by Philhealth Insurance Corp. as OPB Package or Out - Patient Benefit Package. It had earned awards and citations which shall be mentioned in the later part of my address. Our Municipal Agriculture Office also deserves commendation due to its noteworthy accomplishments last year. It spearheaded, together with the Rural Health Unit, Municipal Social Welfare and Development Office, Municipal Treasurer's Office, Municipal Engineer's Office, Municipal Assessor's Office, and Municipal Civil Registrar's Office, the implementation of Serbisyo: Espeyal nga Regalo Program of the LGU, implemented in 15 far-flung barangays in our town. The Municipal ,'priCUlture Office had conducted a number of livelihood trainings,* immunization, deworming, castration, and treatment of animals. To attain this goal, our Municipal Government has sustained from school year 2002-2003 up to the present eight (8) college scholars and sixty (60) high school scholars. Since school year 1998-1999 up to the present, we have sustained the Search for Ten outstanding Elementary School Pupils and Ten Outstanding Secondary School Students. Another incentive which we provide our students is the giving of Award of Excellence. Started in 2004, this award involves the giving of medals at the end of the school year to the first and second honors of graduating class of all elementary schools in town; medals to the valedictorians and salutatorians of the five (5) newly nationalized high schools; and medals for all the honor graduates of Cabatuan National Comprehensive High School. Aside from these incentives, our municipal government gives financial assistance to pupils and students in our town, who represent Cabatuan, in general, and their school, in particular, in major school-related contests of provincial, regional, and national levels. This Administration is leaving no stone unturned in improving the facilities of ourschools by facilitating financial assistance from Cong. Arthur Defensor, Gov. Niel Tupas, Sr., and other government leaders. Improvement of school facilities will redound to improvement of the quality of education. The third letter in the acronym RAMON is letter M and it stands for Maintenance of Peace and Order and Public Safety. It is indeed rewarding and reassuring to note that the local station of the Philippine National Police and the Cabatuan Fire Station have made remarkable achievements in the past years. Due to the competence and the dedication of our PNP personnel, headed by P/S Insp. Agustin F. Huesca, the volume of crime from 2001 up to 2006 has remarkably decreased. In 2001, the crime volume was 132, with 96.96% solution efficiency; in 2002, it went down to 111, with 97.25% solution efficiency; in PIS Insp. Agustin F. The office had dispersed vegetable seedlings, and tilapia fingerlings, and has on-going livestock dispersal program. Through the technical expertise of the Office personnel, a number of our farmers have been encouraged to engage in vegetable production which has become a permanent source of livelihood for them. It is inspiring to note that our vegetable growers have become major suppliers of vegetables sold in public markets in Iloilo City. On the other hand, our Municipal Social Welfare and Development Office has also commendable accomplishments. The Office had extended assistance to individuals in crisis situations. The Office also facilitated for the beneficiaries the medical social services of National Health Insurance Program para sa Masa, broken down as follows: 529 beneficiaries of 2.5 million plan under the Municipal Mayor; 636 beneficiaries of 2.5 m plan under Cong. Arthur Defensor; and 1, 199 beneficiaries of 2.5 m plan under Gov. The most outstanding performance was made last year when fit the crime volume was at tr Ak O. 51 its lowest level, which was 26, with 100 % solution efficiency. With great joy, I inform everyone that last year, as per Philippine National Police report, there was no consummated case of cattle rustling in our town. On the other hand, our Cabatuan Fire Station also made parallel achievements last year. It had performed not only its mandated duties and responsibilities but also civic activities. The fourth letter is 0 and it stands for Outstanding Performance due to Multi-sectoral Cooperation. Calendar year 2006 had been the most productive year for the Municipality of Cabatuan. Our town PIS Insp. Agustin F.
