JUNE - DECEMBER 2006 FEATURE Municipality of Cabatuan rpose Hall - January 11, 2007 Mayor Ramon C. Yee delivers his State-of? hugged the limelight due to a litany of honors and citations of regional and national magnitude. Mrs. Decideria S. Bermejo, our Municipal Social Welfare and Development Officer, was declared as the Most Outstanding Social Welfare and Development Officer in the Philippines for 2006. The local station of the Philippine National Police was adjudged as the Best Municipal Police Station in the whole Philippines for 2006 in Police-Community Relations. Our local PNP station was also a recipient of a regional award as the Most Citizen- Friendly PNP Station in Region VI for 2006. The Cabatuan National Comprehensive High School became a national awardee as the school having the Most Outstanding School-Based Values Education Program in the whole Philippines for school year 2006 -2007. Likewise, the CNCHS Chapter of Kabataang PSEP or Pambansang Samahan sa Edukasyon sa Pagpahalaga was declared as finalist or first runner-up in the Search for Model Kabataang PSEP Organization in the whole Philippines for school year 2006-2007. It is also worth mentioning that during the Iloilo Integrated Meet, the Arnis team of CNCHS became a gold medalist. Sheens Jun Pancrudo emerged as a silver medalist in lawn tennis girls single, and Aemhan Sadava was a champion in boxing competition. Another prestigious national award was earned by Alvaro H. Arconada. a member of 4-H Club from Brov. the Division of Iloilo. Mateo Elementary School in Barangay Manguna was adjudged Most Outstanding Elementary School (non-central school category) in the Third Congressional District of Iloilo. Tiring Central Elementary School ranked first in central school category in the Division of Iloilo in the National Achievement Test. Mrs. Editha Tormon, principal of Tiring Central Elementary School, was declared as Outstanding Principal in the Division of Iloilo. In the Division Achievement Test given last school year 2005-2006, Clairemont International Grade School ranked second among fifty seven (57) private elementary schools in the Division of Iloilo. Mae Riza Parreho of Inaca Elementary School emerged as champion in chess girls, elementary level, during the Iloilo Integrated Meet, thus earning the right to represent Iloilo in the forthcoming West Visayas Regional Meet. She was also the champion in chess girls, elementary level, in the regional chess competition sponsored by YMCA last year. Ric Arrivas of Apia Elementary School became the champion in the Third Congressional District Meet and second place in the Iloilo Integrated Meet vocal solo contest (pop category, elementary level). The pair of Gary Marcon and Sunshine Pabora, also of Apia Elementary School, placed second in dance sports competition (Latin American category, elementary level) during the Congressional District Meet. We also have to acknowledge the honor earned by Dr. Angelo Paniza, the principal of Cabatuan Central Elementary School, chosen as one of the Ten Most Outstanding Managers in the Division of Iloilo for school year 2005-2006. Not to be outdone, our senior citizens also gave a name to our town. Mrs. Gloria Dajay­Sumbilla of Brgy. Inabasan was honored as the Healthiest Elderly in the Province of Iloilo for 2006. In the clean and green contest, Cabatuan ranked eighth among the Ten Cleanest and Greenest Towns in the Province of Iloilo for 2006. Every year, RCAMPS or Ramon Tabiana Memorial District Hospital, Cabatuan, Maasin, Pavia, and Sta. Barbara Inter- Local Health Zone gives an excellence award to an outstanding midwife. This year, Mrs. Magdalena T. Grado, a rural midwife assigned in Barangay Tiring Health Station. became a recipient of RCAMPS Excellence Award? Mayor Ramon C. The honor enabled him to undergo a one-year training in Japan under the JICA Young Farmer Exchange Program. Alvaro Arconada is still undergoing training in Japan up to this date. Our Local Government Unit received other regional awards. Latest among these is the declaration of our Local Health Board as the Most Outstanding Local Health Board in Region 6 for 2006. The facility of our Rural Health Unit was also accredited as Sentrong Sigler Level I Phase II which was then Sentrong Sigler Level I Phase I. The credit goes to the personnel of the Rural Health Unit, Dr. Linda Jane B. Yee, the Rural Health Physician and the members of the Local Health Board. We also take pride in the regional award earned by our Cabatuan Fire Station which was chosen as the Fire Station of the year in Region 6 (Rural Category). Congratulations go to the personnel and fire volunteers of Cabatuan Fire Station, headed by SeniorFire Officer 3 Romeo F. Wee, the Fire Marshal. It should be noted that the construction of Cabatuan Fire Station building was made possible through the philanthropy of the families of Engr. Martin L. de la Rosa, Jr. and Engr. Nymphs de la Rosa-Romero, the couple Boy Colorado and Mimi Talamor-Colorado, the financial assistance of Gov. Niel D. Tupas, Sr., and the funds of the Municipal Government. Our new cultural festival, the Tinuom Festival, represented by Grupe Ilahas ofTiring National High School, was adjudged one of the Top Five Festival Elementary School, was declared as Outstanding Principal in the Division of Iloilo. Last year, the Office became a recipient of three (3) awards from Iloilo Provincial Government for its huge collection of annual fixed tax on delivery vans, for good records management, and for prompt liquidation of collection of provincial share. The Municipal Treasurer's Office has effected a continuous increase in collection of local revenues from calendar year 2000 up to the present. Also deserving of commendation is the Municipal Accountant's Office. Due to an effective internal control system being implemented by the office, the operation of our Local Government Unit has been "almost perfect", according to the comment of the team of the Commission on Audit in its audit report. I am mentioning the honors, awards, and citations earned by CNCHS, DepEd Districts of Cabatuan I and II and other Photo shows members of the Sanggruniang Bayern and beads of governmental and non-governmental agencies that formed the audience ofMayor Ramon C. Presentations in national government agencies not because we in the Local Government Unit claim full credit for them but Western Visayas, because of the fact that the support and assistance of the Local Government Unit have helped, to a certain training in Japan up to this date. Going down the provincial level, other governmental agencies in town gave honors to Cabatuan due to awards and citations they garnered. During the National Achievement Test given by the Department of Education nationwide last school year 2005-2006, the District of Cabatuan I ranked seventh in the whole Division of Iloilo, with Puga Elementary School placing fourth and Martin Cubit Elementary School ranking fifth in the entire Division of Iloilo. In addition to this, the entry of the District of Cabatuan I in Colgate-Palmolive carton creation contest won first place in the regional level and was awarded as a finalist in the national level of the competition. Joshua* Grinen of Cabatuan Central Elementary School became a gold medalist in Photo Journalism" contest during the Regional Schools Press conference and will participate in the national level of the competition. Ronilo Aguero and Pauline Molina, also of the District of Cabatuan I, were gold medalists in athletic boys and high jump girls, respectively, during the Iloilo Integrated Meet, thus qualifying for the regional athletic competition. On the other hand, the District of Cabatuan II ranked 2.5 in the whole Division of Iloilo in the Division Achievement Test given last school year. Like the District of Cabatuan I, the District of Cabatuan I I gave honors to Cabatuan in athletic and cultural competitions. Ms. Cecile Hualde of Mateo Elementary School was chosen as the Most Outstanding Teacher in Municipal Treasurer's Office has effected a continuous increase in collection of local revenues from calendar year 2000 up to the present. And finally, letter N stands for New Infrastructure Projects for Greater Progress and Development. Calendar year 2006 ushered in new infrastructure projects in our town. Barangays Ayong, Amurao, Balabag, and Bulay have become beneficiaries of Presidential Priority Program on Water. The concreting of Cabatuan-New Lucena road continues so with the construction of Liga Ng Mga Barangay building. We have constructed perimeter steel fence around the public plaza, the Tomas Confesor Memorial Public Library, the Senior Citizens Building, the Rural Health Center, the Hall of Justice, and the Cabatuan Fire Station. Funded by the provincial school board and the municipal school board, a number of elementary schools in our town have been improved. Our municipal government facilities namely municipal building, public market, public library, and the Foundation Cross in The audience stands as the Cabatuan Hymn is being played, concluding the State­of-the Municipality Address of Mayor Ramon C.
