P'r I JUNE - DECEMBER 2006 FEATURE Mayor Ramon C. Yee (seated) poses for posterity, together with the members of the Sangguniang Bayan, after the session during which he delivered his State-of-the- Municipality Address. Barangay Pamul-ogan have also been improved. Undergoing construction is a footwalk that stretches from corner Rizal Ilaya and San Agustin Streets to corner Confesor Drive and San Agustin Street, fronting the Rural Health Center, Senior Citizen Building, and Tomas Confesor Memorial Public Library. Some of the aforementioned infrastructure projects and other completed and on-going projects 0 the barangays and schools have the financial assistance of Cong. Arthur Defensor, Gov. Niel D. Tupas, Sr., and the municipal government. Due to significant accomplishments we have made and the numerous honors we have reaped, we can say that the year 2006 has been the most productive year of our Local Government Unit. However, we must not slow down the turning of the wheels of progress. We must not rest on our laurels. On the contrary, we have to continue joining hands as we soar greater heights and explore wider horizons so as to hasten the dawn of a new day for our town. This new year 2007, we shall continue implementing existing health programs to improve the health status of our people. We plan to improve existing barangay health stations in town. It is our desire to participate in the Department of Health specialty award. We shall also continue implementing our on-going agricultural programs to promote greater agricultural productivity as our answer to the food sufficiency program of the National Government. We will sustain our current social services programs to continue rendering social services to our people. We will explore possible avenues of sourcing out funds to improve our public market, the town plaza, the service demands that we have to be generous with our three (3) T's - our talent, our time, and even our treasure. Nobody has the monopoly of talents and even intelligence. We must be generous in sharing our inborn talents and intelligence with our Municipal Government. Our talents and intelligence, when pooled together, will surely produce amazing results for our town. Our inborn talents and intelligence, our quality time when shared with our Municipal Government constitute our treasures. Definitely our generosity in sharing these treasures will spell a lot of beneficial return for our town in terms of services rendered and the implementation of programs and projects which will redound to the benefit of our townspeople. Definitely, the tasks ahead of us this new year are numerous and multifarious. Some of them are indeed gargantuan. However, I am optimistic that, with continuing multicultural cooperation, these tasks will be done. In this regard, as your Local Chief Executive, I again appeal to all the sectors in our town for their continuing support to and cooperation with this administration. With my appeal is my expression of thanks and appreciation to the following sectors for working harmoniously with your Local Chief Executive in the past year, making 2006 as the most productive year of our Local Government Unit: 1. The Sangguniang Bayan, for its all out support, thru legislative back up, to the program of the government and policies formulated by the Local Chief Executive, geared towards the realization of the Executive - Legislative agenda; The department heads and employees of the Local Government Unit, for performing their duties and responsibilities with utmost efficiency and effectivity; The heads of national and provincial government agencies based in Cabatuan, for being one with the Municipal Government in the implementation of developmental programs and projects; The barangay officials headed by the Punong Barangays, for taking the cudgels for our people through their leadership in effecting the improvement of quality of life of our people in the countrysides; The school administrators both in the elementary and secondary levels of public and private schools in town, for giving meaning and substance to quality education which is one of the major thrusts of this administration; The non-governmental organizations in town, for demonstrating gestures of support and cooperation with the local government; Barangay Pamul-ogan have also been improved. In cooperation with our barangay officials, we shall maintain and improve existing farm-to-the-market roads in order to uplift the quality of life of our people in the countrysides. To enhance the aesthetic look and the cleanliness of ourtown plaza, we shall improve the floor area around the Bonifacio monument and pave the areas near the perimeter fence fronting the municipal building and along Bermejo Street. These are the programs and projects prioritized by the Municipal Development Council and approved by the Sangguniang Bayan in the amount of seven million four hundred forty eight thousand three hundred seventy one pesos and 40/100 (Ph 7, 448, 371.40). This amount varies from the provision of basic services to the implementation of various programs and projects. In pursuing all together our workable programs and projects in the year of the pig, our most potent weapons are three (3) values which can be capsulized in the acronym PIG. The letter P stands for Partnership. Definitely all alone, I cannot achieve our plans. There should be an impregnable partnership between the executive and legislative branches of our Municipal Government. There should be strong partnership among the Local Government Unit, the national and provincial government agencies, the non­governmental organizations, and the private sectors in our community. Without this partnership, we shall miserably fail; with it, we shall keep our tow%, The department heads and employees of the Local Government Unit, for performing their duties and responsibilities with utmost efficiency and effectivity; The heads of national and provincial government agencies based in Cabatuan, for being one with the Municipal Government in the implementation of developmental programs and projects; The barangay officials headed by the Punong Barangays, for taking the cudgels for our people through their leadership in effecting the improvement of quality of life of our people in the countrysides; The school administrators both in the elementary and secondary levels of public and private schools in town, for giving meaning and substance to quality education which is one of the major thrusts of this administration; The non-governmental organizations in town, for demonstrating gestures of support and cooperation with the local government; The people of Cabatuan and the taxpayers, for paying their taxes that sustain the lifeblood of the Municipal Government, enabling it to continue delivering basic social services to our people. The members of the Executive and Technical Committees of the Search for Cabatuan Hymn, for sharing their professional competence and precious time in order to come up with Cabatuan Hymn which hopefully will enkindle in the hearts of Cabatuananons the flame of greater love for their town and pride in being a Cabatuananon. I am mentioning about Cabatuan Hymn because, during my Inaugural Addres3 in 2004, 1 pledged that the composition and official adoption of Cabatuan Hymn is one of the pet projects of this Administration. I would like to end this address by playing to you the winning entry of Jesus Pablito Villanueva who composed the melody and the lyrics of Cabatuan Hymn that has to be officially adopted by the Sangguniang Bayan. I am calling your special attention to the last stanza of the hymn, which says: Sa imo amon ginahalad, Sakripisyo kag pag-alagad, Higugmaon ka tubtob san-o, 0 Cabatuan, banwa ko! Yes, Cabatuan needs our deeper and all - consuming love which should be expressed through our sacrifices and services in order to keep it moving at a fast pace and enjoying prominence and fame in the community of local governments in our country. This is a herculean task for all of us but we have to do this task - now - with the highest degree of sincerity and unflinching dedication to duties and responsibilities so that, long after we ceased to lead our glorious town, we shall be remembered by the future generations of Cabatuananons that, during our time as municipal officials, we had done our share in making Cabatuan a town which every Cabatuananon is proud of. Integrity demands that our efforts to effect the realization of our developmental goals must be integrated, that is, collectively focused to a common direction which is the greater progress and development of our town. Each department or agency of the government, as well as the private sector, has its own duties and responsibilities to perform. Our beloved town expects that in our diversity, there is unity. Unity in diversity is an imperative during these times when our town is on the threshold of "urbanization" or speedy transition from rural to urban status. Municipal Government, enabling it to continue delivering basic social services to our people.
